EU security rules at airports
As of 6th November 2006, EU airports have been applying security measures which restrict the quantities of liquids, aerosols and gels carried as hand baggage.
The security requirements concern all airports in EU, as well as those in Norway, Iceland and Switzerland.
Passengers and their hand baggage are subjected to security control both for items prohibited from carrying by air and for the quantities of liquids, aerosols and gels on them. The applied rules, however, do not concern the liquids, aerosols and gels purchased in EU airport outlets located after security control desks or on board the aircraft operated by an EU airline.
Recommendations to passengers:
Only a limited quantity of liquids, aerosols and gels, not exceeding 1 l in total, is allowed to carry in hand baggage. The products must be in individual containers with a maximum capacity of 100 ml each,and packed in a transparent self-seal reusable plastic bag (see the photo below).
Transparent self-seal reusable plastic bags can be purchased at the post offices and newspaper kiosks situated in the public areas of Sofia Airport’s Terminal 1 and Terminal 2.
The restrictions in place apply to the following liquids, aerosols and gels carried by the passengers in their hand baggage:
•Drinks (incl. water) and other liquid foods, such as soups, syrups, etc.;
•Creams, lotions, oils, fragrances, mascaras and other make-up products in a liquid and semi-liquid state;
•Sprays and containers of pressurised content, i.e. deo sprays or shaving foam;
•Pastes, incl. toothpaste;
•Gels, incl. for hair and body;
•Liquid or semi-liquid based detergents, incl. soaps.
In addition to the liquids, aerosols and gels under restriction above, the list also contains any other solutions or products based on derivatives of the same consistencies.
The existing measures do not apply to:
· Quantities of liquids, aerosols and gels carried as checked-in baggage;
· Medicines and dietary foods proved to be necessary in flight;
· Baby foods;
· Liquids, aerosols and gels, such as beverages, fragrances, etc. purchased in EU airport outlets located after security control desks or on board the aircraft operated by an EU airline.
On purchase, these products are to be sealed in a special bag. If you are a transfer passenger at an airport within the Community, do not open the bag before the security check at that airport, and if you have more than one transfer, do not open the bag before the security check at the last airport. Otherwise, the content may be confiscated by the airport security staff.
Passing through security control:
Passengers will be asked by the security staff:
· To present the bag of liquids, aerosols and gels for examination;
· To take off their outdoor clothing (jacket, coat) to be checked separately;
· To take their laptops, and any other portable electronic devices out of their hand baggage to be checked separately.

A. Passengers entering from or leaving for third countries or other member states of the European Union
1. Legal provisions
Regulation (EC) no. 1889/2005 of the European Parliament and of the Council of 26 October 2005 on controls of cash entering or leaving the Community.
The Control of Cash Entering or Leaving the Community and the Exercising of Intra - Community Cash Controls Law No. 53(I) of 2009.
2. Introductory
According to the above cited Regulation and national Law, all travellers entering or leaving the Republic of Cyprus with cash or gold of value of € 10 000 or more in their possession must declare this sum or gold to Customs.
The Regulation and the Law aim at assisting the efforts made at EU level to tackle crime and improve security by cracking down on money laundering, terrorism and criminality.
3. Who must make a declaration
A declaration must be made by any person entering or leaving the Republic of Cyprus through the entry or exit control points:
with €10.000 or more in cash; or
its equivalent in other currencies or easily convertible assets, (e. g. bonds, shares, traveller’s cheques…), or
with gold of value of € 10 000 or more. (“Gold” means gold pounds, gold coins and bars or rods of gold of international standards, but does not include gold used for commercial of industrial purposes.).
4. Where the declaration must be made
The declaration must be completed and lodged with customs at the control point through which you enter or leave the Republic of Cyprus.
5. What are the consequences in case of a failure to declare or an uncompleted declaration or a false one
In such a case:
the traveller is committing an offence
the cash or gold could be detained or seized; and
and the traveller is liable to a fine not exceeding €50.000.
The Director of Customs & Excise may compound the above offence. In such a case the cash or gold will be detained by the Department of Customs & Excise as evidence pending the completion of the investigation and settlement of the case.
